I have seen elsewhere, but not mentioned here lately the amount of damage that had to be removed before anyone could respond. Yes Nagin failed to use the 500 (+/-) buses currently rotting from water damage, yes they failed to load up an empty AMTRAC train, but no one anticipated the near total unusability of the land lines of communication. Absolutely the only federal forces who could react were the Navy and the Marines off of Amphib and attack carriers. Even so, it would have required more carries than were available to evac the survivors efficiently and immediately following the storm. This is not intended as an apology for the incompetent city/state leadership. Recriminations need to go back at least 50 years and also address the the corruption in La that makes the Daley machine in Chicago look like cub scouts.
